REAIM Summit 2024

Excellencies, Distinguished Guests, Ladies and gentlemen,

As we come to the conclusion of the 2nd REAIM Summit, I wish to express my deepest gratitude to all of you for your commitment, engagement, and thoughtful contributions during the last two days.

Over the three plenary sessions, 47 break-out sessions and one Ministerial roundtable, our discussions revealed a reality defying easy solutions, requiring a nuanced and comprehensive understanding of the role that AI plays in the military domain today.

As we have seen, AI can pose various risks such as unintended escalation during conflict, failures resulting from algorithmic or systemic bias, and potentially devastating misalignment with human intent.

At the same time, AI can enhance operational precision, minimize harm to civilians, and even contribute to more efficient peacekeeping operations.

This duality--AI as both an enabler of security and a potential disruptor--underscores the complexity of building the normative and institutional frameworks for governing AI in the military domain.

Yet, the undeniable truth remains: it is not the technology, but our will and choices that will determine the future. We are responsible for our future.

I am, thus, proud to present the Blueprint for Action, which represents our collective answer to the Call to Action adopted at the first REAIM last year.  With the unequivocal support of more than 60 countries, Blueprint for Action is a joint achievement, a testament to our collaboration and a guiding framework for our future actions. It also represents the combined wisdom of governments, academia, industry and civil society from around the world.

But, this is just the beginning. The Blueprint is our foundation, and we must now build upon it.

Our focus will be on translating principles into concrete actions and developing measures for implementation, while keeping pace with the speed of technological advancement.

I’m also pleased that the REAIM Global Commission will return next year with their recommendations, which will further enlighten our way forward.

Our collective wisdom from all stakeholders will be the key to success in the long quest of responsible AI in the military domain.

What we build with this Blueprint will be dependent on the level of our commitment.

With the endorsement of the Blueprint for Action, I now close the REAIM Summit 2024. Thank you so much for your active participation and support . /END/

제2차 REAIM 고위급회의가 마무리되는 이 시점에서, 지난 이틀간여러분이 보여주신 약속, 관여와 사려깊은 기여에 대해 깊은 감사의 말씀을 드리고자 합니다.

세 차례의 본회의, 47개의 소그룹회의 및 정부대표 라운드테이블을 통해 우리는 단순한 해결책이 아닌 복잡한 현실을 마주했습니다. 오늘날 군사 분야에서 인공지능의 역할에 대해 보다 정교하고 포괄적인 이해가 필요하다는 것을 확인했습니다.

우리가 목격한 것처럼, 인공지능은 분쟁 중 의도치 않은 긴장 고조, 알고리즘 또는 체계적 편향에서 오는 실패, 그리고 잠재적인 인간 의도와의 충격적 괴리와 같은 다양한 위험을 초래할 수 있습니다.

하지만 동시에, 인공지능은 군사 작전의 정밀성을 높이고, 민간인피해를 최소화하며, 보다 효율적인 평화 유지 활동에도 기여할 수 있습니다.

이러한 이중성, 즉 인공지능이 안보를 증진하는 동시에 잠재적으로 혼란을 야기할 수 있다는 점은 군사 분야에서 인공지능을 관리하기 위한 규범적, 제도적 틀을 구축하는 것이 얼마나 복잡한 일인지를 잘 보여줍니다.

그러나 분명한 진리는 변하지 않습니다. 미래를 결정하는 것은 기술이 아니라 우리의 의지와 선택입니다. 우리 모두 우리의 미래에 대한 책임이 있습니다.

따라서, 저는 여러분과 함께 첫 번째 REAIM 고위급회의에서 채택된 “행동 촉구(Call to Action)”에 호응하여 “행동을 위한 청사진(Blueprint for Action)”이 채택되었음을 발표하게 되어 매우 자랑스럽게 생각합니다. 이번 회의에서 60개국 이상의 확고한 지지를 받은 행동을 위한 청사진은 우리의 협력의 결실이며, 앞으로의 행동을 위한 지침이 될 것입니다. 또한 이 청사진은 전 세계 정부, 학계, 산업, 시민사회의 집단적 지혜를 반영하고 있습니다.

하지만 이제 시작에 불과합니다. 우리는 이 청사진을 기반으로 삼아 더 나아가야 합니다.

우리는 원칙을 구체적인 행동으로 옮기고, 기술 발전 속도에 맞추어 이행 가능한 조치를 개발하는 데 초점을 맞출 것입니다.

또한, 내년 REAIM 국제위원회가 권고사항을 제출함으로써 우리의 앞길을 더욱 밝힐 것이라는데 대해서도 매우 기쁘게 생각합니다.

모든 이해관계자들의 집단 지혜는 군사분야에서의 책임있는 AI를 위한 긴 여정을 완수하는데 있어 성공의 열쇠가 될 것입니다.

우리가 이 청사진을 바탕으로 무엇을 이뤄낼 것인지는 우리의 노력에 달려 있습니다.

이제 행동을 위한 청사진(Blueprint for Action)이 공식적으로 채택됨에 따라, 2024 REAIM 고위급회의의 폐회를 선언합니다. 여러분의 적극적인 참여와 지지에 감사드립니다.     끝.
