Open Bid Invitation [Security Service]
1. Description: Security services at the Embassy of the Republic of Korea to Canada
2. Qualification
n Tenderers must meet the qualifications for participating in competitive tenders as stipulated in Article 12 of the Enforcement Decree of the Act on Contracts to Which the State is a Party and submit necessary tender documents according to the tendering procedure below.
n Tenderers must hold an official and valid license.
n Tenderers currently undergoing certain legal issues such as liquidation, M&A, selling of company, legal composition, court receivership, etc cannot participate in this tender.
3. Registration & Bidding Due: Monday, January 6th 2025 by 23:59 (EST)

n Registration form (Attached [Form1])
n Submit the bidding price form (Attached [Form2]) and the contract form (if applicable)
n Business license (1 Copy)
n Reference if available (1 Copy, including past performances, company size and current references etc.)
4. Site Survey: To be individually scheduled upon the receipt of registration. (If required)
5. Bidding Result: To be individually informed after Tuesday, January 14th 2025, via email or call
6. Determining a Successful Tenderer
n Tenderers who presented prices between +/- 2% of Budget (Estimated Price) shall be examined according to internal assessment standards in the Embassy of Korea.
n Tenderers who presented price more than 87.995% of the Estimated Price which will be determined later, AND equal to or less than budget price shall be examined.
n The examination on qualification of tenderers will be based on competency, such as past performance, company size, credit rating.
n In the event a successful tenderer fails to meet the qualification standard before signing the contract, or decides to forfeit the contract, a tenderer which scored the next highest grade may be granted the contract pending examination.
7. Budget Price: Under CAD 143,118.00 (Inc. Tax) for the 2-Year Contract Period
8. Contract Schedule:
n Contract Signing: Within 7 days from the result announcement
※If a successful bidder does not sign the contract, a tender bond (bidding deposit) of 5% of the budget price must be paid to the Embassy according to Articles 37 and 38 of the aforementioned Enforcement Decree. (Appendix 1)
n Contract Period: February. 1. 2025. ~ January. 31. 2027. (The contract period can be changed)
9. Tender Invalidation:
n A tender submitted by a tenderer that does not meet the abovementioned qualifications will be invalid.
n A tender based on forged or counterfeit documents will be invalid.
10. Others:
n All tenderers are obliged to be fully aware of the information specified in the tender invitation. The Embassy of the Republic of Korea is not responsible or any issues which may arise from misinterpretation by the tenderer.
n The Embassy of the Republic of Korea will uphold transparency and fairness in contracts according to Article 502 of the Act on Contracts to Which the State is a Party. The successful tenderer must sign the Pledge to Implement Integrity Pact as well as the Confidentiality Agreement. (Appendix 4, 5)
n The Embassy of the Republic of Korea may require a tender bond and contract bond from the successful tenderer according to Articles 37 and 50 of the aforementioned Enforcement Decree.
n In case of any difference of interpretation, the Embassy’s interpretation shall prevail.
